I have had a 100% success rate with this. Any hospital bill I receive I call their billing department. I say I do not have the funds to pay the entire bill as request either a payment plan (bluff is fine) or ask if there a discount they could offer to pay the full amount over the phone. Most are authorized to give up to 20%.
