Pures have always existed as a means of maximizing PvP output within current game restrictions. That includes everything from the combat level formula to gear requirements. When Jagex changed the combat level calc from RSC -> RS2, new pure builds emerged because there was a new most efficient build. What makes a pure the “best” build will always evolve based on the game changes over time.

Pures exist BECAUSE of game restrictions. Game restrictions should not exist or change because of pures.
