10% cull threshold for rares that’s checked BEFORE damage is applied means that most of the time it does absolutely nothing and even in the best case scenario, where it takes 20+ hits for you to kill a rare, it will only add about 5% to your overall effective damage.
I tried using culling strike and behead on the staff cyclone to finish off enemies and it would miss getting the kill more than half the time as the church bell shockwave would kill first.
I really don’t understand what the payoff is supposed to be for this.
