Does anyone have any insight into what’s stopping David Grusch from getting into a scif with congress?

I remember at the hearing that he said that he had specific names of people involved with the crash retrieval programmes and had specific locations that were housing recovered craft. I know that Congress were denied access to a scif during the hearing, but they were granted access to a scif recently and strangely Grusch wasn’t there.

I seen the narrative that there was “some issue” or difficulty with getting Congress the necessary clearance to actually get in a scif with Grusch and allow him to disclose the particulars of what he touched on during the hearing, but does anyone know SPECIFICALLY what’s holding this process up, and how they go about getting the necessary clearance?

Maybe I haven’t seen the explanation by pure coincidence, but all I’ve seen are arbitrary issues with clearance, the pentagon, etc. without any specific explanation of what exactly needs to be done to get Grusch in a scif.
