I am trying to power my factory by relying on solar panels only. I used the red wire to connect the offshore pump to an accumulator, and the condition is that the pump only starts working when the energy in the accumulators is less than 5%. That seems to be working correctly; but I noticed that the boiler still keeps burning coal even if the pump was not pumping water into it. My suspicion is that the boiler still works because although the offshore pump doesn’t pump any more water into it, there is still enough water inside to make the boiler work. As you can see from the screenshot, there is currently 195 of 200 water in the boiler, which is more than enough to keep the boiler running the whole night. How do I fix it?

And before you roast me for the inefficient and messy electric pole locations; this is just a temporary setup until I fix up this energy issue thing.
