I’ve been traveling recently and certain airlines have had weight restrictions of 7kg(15lbs) or less for carry on bags. They made me check my bag at no cost but take my laptop out. Why?

Why does it matter if it goes in the top or bottom of the plane? I understand weight limits for checked baggage but for carry on it’s makes no sense to me. It’s still the same weight regardless of whether or not it’s in the top of bottom of the plane. Same with the laptop. Why does it matter if it’s in the cabin or the belly?
