I just finished my first Vic2 game and tried to convert it to HOI4, I got the conversion working, and everything loads up in game more or less right, but some of my overseas territories got converted as new puppet countries, while others remained my sovereign territory. I originally thought maybe it was overseas colonies became puppets, but some most of the holdings that changed (in the Balkans and China) were full states of my country in Vic2, and I had cores on them. Does anyone know what causes some places to be proper territory of the country while other places become puppet countries?
