Most people in this Subreddit likely recall this Signal exchange that Chris Mellon posted to his Substack in April. According to Mellon, it shows a conversation with a “Senior USG Official”. In it, the official references a “still-highly classified memo by a Secretary of the USAF in the 1950s (that) is still in effect to maintain the cover on UAPs”.

Per the NDAA signed at the end of 2023, this “still-highly classified memo” (if it actually exists) should now have been turned over to NARA:
The Records Collection will consist of “all government, government-provided, or government-funded records relating to unidentified anomalous phenomena, technologies of unknown origin, and non-human intelligence[.]” Further, not later than October 23, 2024, government offices must identify and review UAP records in their custody, and, on determining that a record should be disclosed to the public, transmit it to NARA, where it will be made available for public inspection.
The only exceptions are for things that pose a grave threat to “military defense, intelligence operations, or the conduct of foreign relations”
In the alternative, the government office also may determine that public disclosure of a record should be “postponed,” in which case the record will be secured in a “protected, yet-to-be-disclosed, or classified” part of the NARA Collection. Postponement requires a finding that disclosure would pose a grave threat to military defense, intelligence operations, or the conduct of foreign relations. Congress must be informed within 15 days of any decision to postpone public disclosure of a UAP record.
I have a lot of trouble believing that the divulgence of any Air Force memos from the 1950s would have any implications that would pose a “grave threat to military defense, intelligence operations, or the conduct of foreign relations”. In addition, if the Air Force felt a need to postpone the disclosure, Congress would’ve been notified as well.
Has Mellon addressed this in any way yet? Has this supposed “memo” been turned over to NARA? Was Congress notified of a postponement? Or does this memo not actually exist?
