Found precise location. The street is downhill looking west to the mountains. The downhill gives the illusion that the horizon is lower than it really is. 

This clearly shows the lights are much higher then the mountain in the distance.

Seems to have done a better job in trying to find out. This looks to be pretty solid it is indeed lights on the ground
