Oddly I just encountered one of these for the first time. The plastic part fully surrounded the rod and then the metal separated… So, the point of this is to allow you to steal those hangers and use them at home?
Maybe, but the real point as I see it is to take your prison hanger off and use it like a normal, trustworthy, non-incarcerated human during your stay.
