These automated phone systems are designed to frustrate you just enough for you to solve your own problem without talking to a person (I.E. go to the website and deal with it yourself). They will push you all the way to your breaking point in terms of patience before they actually transfer you to a real person so they very often have a hard-coded trigger to transfer the call if you start cursing at the robot.

This has worked for me several times when zero did nothing. It’s especially common if they’re trying to discourage people from paying a bill by phone using non-automated systems.
