I bought my first sailboat this season and went through the whole process of a bill of sale, signing, and notarizing it. I paid for the boat in full but the seller seems unwilling to transfer the title over to me which he does have. I have the keys and contract but not having the title is making me nervous. Any feedback on what steps I should take? This is in the USA for legal referencing.
