“Kill the Svanir shaman before he completes the Dragon totem” and the following events, absolutely needed to complete the legendary staff Nevermore, is yet again bugged and will not spawn. According to this post from 2023, it has been bugged since 2016.

Anet, please, I beg of you, if your events have been reported to bug and give a necessary component to a collection, make an NPC sell that component. I have been playing this game since launch. I did these events. Let me buy the stupid item from a heart vendor or whatever. I shouldn’t be trying to instance hop and praying for a map that isn’t bugged.

Legendaries and collections are a core part of the endgame for players. It’s so frustrating when you learn they’ve been known to be bugged for almost a decade. Really hoping to see them fix these issues with their “systems update” or whatever the first quarterly update of Visions of Eternity is meant to be.
