SEPTA cannot pause massive service cuts in the wake of the Senate’s passage of legislation to move money designated for transit capital operations as temporary operating funds, the transit agency’s top executive said Wednesday. Service cuts of 20% across the board are scheduled to begin on Aug. 24.
