Playing a Montferrat to Roman empire campaign and I intend to restore Byzantium. However I noticed that upon restoring Byzantium you get the terrible Byzantine autocracy government reform and the only way you can seemingly get rid of it is to flip orthodox. Is it possible to get rid of this government reform as a Catholic nation or do I need to convert?

Also, when does the decision to restore Byzantium appear? I have the palaiologos dynasty + Last Claimant of Byzantium national idea and the decision isn’t visible. I do have a Byzantine vassal I intend to annex but even before I released them the decision was not visible.
