When making cookies, pancakes, waffles, croissants, cinnamon rolls, bread, pasta, cake, etc…

Is there a difference between expensive/cheap store bought all-purpose flour? When doesn’t it make a difference?

I want to mill my own flour in the future but currently cannot.
