I live in a condo neighborhood in Texas that was zoned with fire lanes on both side of road and no guest parking in the entire neighborhood. If guests come over, they must park in driveways which typically only accommodate 1-2 vehicles. The streets are not particularly narrow so no one understands why it was zoned this way. People are constantly parking on top of the fire lanes and the HOA sporadically issues fines.

I recently had our home inspected and the inspector told me that legally the HOA has no ground to stand on when issuing fines since they have not provided any viable guest parking options. Is there any truth to this?
