I have encountered the same smell while living in both Kyoto and Fukui-ken. I have not smelt it all summer but suddenly today I’ve been getting wiffs of it everywhere, so I’m wondering if it’s from a plant that blooms around this time of year. It’s a pleasant, woody smell, a little sweet. If I had to guess what it was, I’d say it smells like bamboo. But I smell it literally everywhere, so maybe it some kind of grass…

Anyway, I love this smell! If I could identify it, I would totally try and find a candle with it’s scent.

EDIT: So it’s probably kinmokusei! Thank you reddit!
